How old is your dog?  There are two types of vaginitis - puppy vaginitis and adult-onset vaginitis.  Puppy vaginitis is usually mild and, except for the occasional wipe with a moist towelette to get rid of any discharge, usually needs no treatment unless the bacteria level rises so high as to require treatment with antibiotics.  Puppy vaginitis occurs in females who have not yet reached puberty.

Adult-onset vaginitis, while not all that common, can be caused by many different things.  It's important to determine just what IS causing it so that it can be properly treated.  Tumors in the vagina can be a cause, foreign bodies (such as foxtails) can be a cause, as can problems urinating or even zinc poisoning.

Is your girl spayed?  If not, please be sure that vaginitis is the problem and that the discharge and odor doesn't come from pyometra, which is a potentially fatal infection of the uterus.  Have you had her to the vet?

Sorry, meant to add......

Has she recently been in heat or is she spay?  Does the vulva area look irritated or swollen?  Is there any discharge?  If that is the case, a Vet should check her and do a culture.

I think it just may be the anal glands.

First, I am in no way affiliated with any pet stores or products but there is something you can use on the anal area that dies a good job of cleaning the odor from anal gland expression.  It is actually for cats and is called Furminator Hairball Prevention Waterless Spray for cats.  Yes, you read that correctly, many of us have used this.  You just lift the tail, give the area a good spraying and rub vigorously with a towel.  Works great.

Are you sure it is not coming from the anal glands?

Take a tissue or paper towel and wipe around the anus only, stay away from the vulva, see if that is the area that has the odor.

You can do the same to the vulva area and actually put a covered finger just inside the opening.  See if that is the area for sure.

Anal gland secretions can have that fishy odor.

If you can't tell, give the back end of her a good washing with mild soap, dry and try again.
