Chemical smell in medical building

I work in a county health clinic, in the back offices.  There is some kind of cleaning/disinfecting agent that is used here that makes me ill.  I travel to doctor's offices as part of my job and I have smelled it in those places as well, so I have come to the conclusion that it is, indeed, some sort of cleaner/disinfectant.  

Anyway, it's repulsive and utterly overwhelming.  It makes me dizzy, gives me a headache, and if I'm exposed long enough, my throat feels like it's closing up. On bad days, I've gotten nauseous from it.  I'm thinking about going to HR about this, but I'd like to hear from people who have had this problem.  Do you know what it is?  How did you react to it?  What did you do to solve it, if anything?
