need help!!

When i joined the Army in 1998, they told me that i had scar tissue on my ear drums from when i used to get ear infections as a kid. I didnt think much of it then, until my ear drums started rupturing in first about 10 ft. of water, then 8, and now i'm scared to swim in 6 ft. This last winter i went to the mountains with my wife to celebrate our anniversiary, and when i came back home, i thought i was going to die my ears hurt so bad, they didnt rupture, but i couldn't regulate the pressure either! I also get static like noises in my ear when i'm around loud noises, (like clapping) Can any one tell me what my course of action should be to get to the bottom of this???
