Are x-rays necessary to diagnose sinus pain?

I have pain that is suspected of being sinus related and I'm wondering what kind of tests an ENT would perform to diagnose whether the pain is sinus related. Would x-rays be necessary or could this be determined by scoping the nose (or other test) alone?
