Penis suspensory ligament and scarring

I have recently felt that my penis is on my left side feels disconnected from my body. There is no resistance when I move it to the right side, unlike when I move the right side to the left and there is resistance from it moving to the left from the right. From a top view and in general you can see that my penis hangs more towards the right side more of the left side of my penis is now visible. Also when I get erect there is pain in my pelvis and left side of penis I believe it is the suspensory ligament as my penis is feels loose on that side and the discomfort is on that side. Even when my penis is flaccid it hangs more and points more towards the right side. It feels pretty much loose on the left side. I also had pain there. At first I thought it was my testicle but from ultrasound it had nothing to do with my testicles. So now I'm sure it's my penis. I'm just scared to have surgery as I have heard bad stories of even more damage being done. But I'm sure that's the only option I have left.
On another question I also have bruise/scar along the bottom of my penis that is darker in color than my normal skin tone and I was wondering if that would be scar tissue building up? I've heard suspensory ligaments and scarring in these situations don't heal itself so should I opt for surgery?
