BMI does take into account of the height. So it address tall, short, etc. Also there is a range in BMI. So that range covers very muscular, very thin, etc.
and we are talking about a simple formula to get a basic idea.
It is an accepted tool. You can definately use all the stuffs you have mentiones, but that requires a lot of time, accuracy.

BMI is used across the world, but does not account for very short, very tall, very muscular people so it is only one accurate tool if you are classified within the normal hight, build of the average person. Otherwise body fat testing with calipers, underwater weighing, bodyfat scales are often used among other methods.

To know about obesity and over weight we have to know about BMI.
BMI = Body mass index
and is calculated as
weight in kilograms divided by the square of the height in meters (kg/m2)
Results = BMI of 24 to 27 kg/m2 is defined as overweight, and a BMI of over 27 kg/m2 as obese.
