Do an aerobic exercise.. Go to the gym and ask some health personnel to guide you on aerobic exercise..
dieting and drinking lots of water will help
Cardio and diet change. The only cardio likely to build big thighs is playing rugby or soccer and bicycling, and the latter only if you do a lot of hill riding. Resistance training with light weights will tone muscles, not build huge ones.

You can't spot reduce weight lose! You need to diet and do cardio exercise like Interval training. Pick the exercises that work your thighs. google it. You will lose weight and tone your thighs. Diet is very important. Get the OK from your Doctor first.
