I'm sorry but I unable to help here.  Surely there must be a few qualified eye surgeons in  your country.

I know it is probably rare, but sometimes doctors from the US and other countires travel to foreign coutries and do surgery/consultation at hospitals. Perhaps you could communicate with hospital directors via the Internet, and inquire about this.

Perhaps you could look for a religious congregation here, who would sponsor a trip to the US for you.

I hope my responses help some. The doctors will answer you tomorrow.

You do not need a special "strabismus" hospital.  You would need to see an ophthalmologist, who could advise you about correcting your eye alignment.  It may not be necessary to travel outside your country.
