Adult blocked tear duct

My husband, age 64, has been diagnosed with a infected blocked tear duct.  He's used drops, oral antibiotics.. there's been no change so now they're suggestiong surgery.  Is this the only alternative and if so, what type of surgery do you do and/or recommend for this problem?

I had a blocked tear duct with constant tearing, now the skin around my eye is wrinkled !! What can I use for the wrinkles, the other eye is fine.  I had a puntaplasty which helped the tearing....
