I have some home remedy for dark circles. Hope it will also help you. Try it:-
• Drink at least ten glasses of water every day.
• Eight hours of sleep is a must for all of us, especially for people having dark circles under their eyes.
• Wear sunscreen with a minimum of SPF 30 under the eyes to prevent skin weakening caused by sun damage.
• Use plain cool teabags over closed eyes. Don’t use herbal teabags, because most aren't as effective.
• Apply cool cucumber slices over closed eyes for 15 minutes.
• Make a paste of turmeric powder with pineapple juice for dark circles under the eyes.
One more idea...You might try consulting a cosmetic dermatologist--someone who uses lasers to treat dark circles. There are a few of these specialists in my area. (Makeup might make a more dramatic difference, though.) An oculopastic surgeon can address under eye bags.
Be sure you have no health problems, that you have had your eyes examined by an Eye MD for eye disease. You might want to see an oculoplastic surgeon to see if cosmetic eyelid surgerywouldhelp. Otherwise its just try and cover it up with make up.

Oops--my cosmetics counter idea wouldn't work too well if you are male. I'm not sure, but I think that Clinique might have some products for men in some stores. They also sell unisex products in some stores for covering scars and blemishes. They do a pretty good job, but it would help if you had a demo of how to apply the stuff.
Unfortunately, I think that dark circles and baggy eyes can be hereditary. And I agree that those eye creams don't do much (except lighten your wallet). However, one thing that does work to minimize the problem is makeup. If there is a nice department store in your town, you could ask a cosmetics salesperson for any of the major brands to show you how their products should be applied to conceal your dark circles and under eye bags. (The most reasonably priced department store brands tend to be Clinique and MAC. But you don't have to buy anything at the department store; you can find similar products at the drugstore for much less money.)
You could also consult an oculoplastic surgeon to see whether surgery might provide a more permanent solution in your case. This would probably be a very costly option and not covered by health insurance.
