I'm not a doctor, but would like to try and help. Take my word-of-mouth knowledge for what it's worth.
Dark circles can often be due to blood vessles that are very close to the surface of your skin. Also, because the skin under the eye is very thin, they become highly noticeably.
I've been told 2 things (from non-professionals).
1) caffein shrinks the blood vessles so they become less noticeably. You're supposed to get a tea bag wet (don't soak it, just get it wet), and hold it over the eye area for about 5 minutes twice a day.
2) go to the beauty department of most department stores. When you are near Lancome and Chanel, you're in the right place. Most of those places sell cream specifically for that.
As an alternate view, I've heard that some darkness under the eyes, and bagginess, can because from kidney/liver damage. Frequent culprit is alcohol drinking.
And yes, the above poster was right, blood vessle size, and skin thickness are certainly hereditary.

Your dark circles are probably hereditary. If you're female, concealer works quite well. You can find many brands in the drugstore or the cosmetics counter of a department store. They also sell many creams and potions to reduce under eye circles, but I wouldn't count on much help from them. You might also consider consulting a dermatologist.
