Eyes watering all the time

So my 15 year old daughters eyes have been watering for 2 months.  Not red, itchy and no pain.  She has been to 2  optamolgists who say it's allergy related. They gave her a steroid eye drop that cleared it up right away.  They took her off that and had her use a daily allergy eye drop and the watering came back. They referred her to an allergist that said he can administer an allergy test but it doesn't sound allergy related. I'm at a loss.  Where do I go now? Her eyes are red underneath from constantly wiping them. Please help! Thank you.

MEDICAL PROFESSIONAL
In most large communities there is an EYE MD ophthalmologist with special training in cornea and external disease. See if you can find one, or call the ophthalmologist that you had the most confidence in and say your daughter is no better and you would like a second opinion from a cornea & external disease ophthalmologist.  Almost all general ophthalmologists have a eye MD like this they reguraly refer to.
