Not sure what option to try first for watery eyes

I have had watery eyes for a while and have had 3 surgeries to fix it –DCR surgery; surgery for deviated septum; and eyelid surgery to tighten my eyelids – but they only fixed the problem by about 75%. One oculoplastic doctor that I saw suggested getting Botox shots near my eyes to see if that might help with the problem(she sais that the shots help people about 20% of the time). The other oculoplastic doctor suggested that I have a surgery to get Jones tubes put in.
The Botox shots cost $100 to try. Also I don't know how visible the Jones tubes would be. Which option should I try first.

Thanks, and sorry for how long the question is.

That is a very complicated problem. Depends a lot of examination of the eye and tear system. I can't advise you one way or the other.
