Nystagmus - Developmental delay

Dear sir,
my daughter presented with low vision when she was 3 months old. At 6 months, she developed nystagmus. We have done an MRI at 6 months which showed mild hypoplasia of the inferior portion of the vermis, dilated lateral ventricles and of the 3rd ventricle BUT all this was considered as "normal variation without clinical significance". My daughter is now almost 15 months old, her vision has improved somewhat but is far from normal, her nystagmus persist and she is developmentally delayed - she can bearly sit independently, she is not walking, not crawling.
I am wondering if her problem is neurological or ophthalmological and what steps I should take. You feel she should repeat the MRI? Could the findings been related to her condition and been wrongly assessed? And what could the diagnosis be?

So, the nystagmus is causing the neurological problem and not the other way round?

This is probably a neurological problem.  Nystagmus does not allow the eye to focus properly and the neural connections to the brain do not develop normally.
