Congenital cataract treatment for "to be " pilot

My husband is in training to be a commercial pilot and today was diagnosed with a dense congenital cataract in his (L) eye, (R) eye clear.  The optomitrist stated he could only "correct" his vision to 20/25 with corrective glasses but he needs 20/20 for his license, this can be with corrective glasses. I have been researching all day and we will be seeking an appointment with a specialist but after everything I have read is there any hope of correcting his vision to 20/20? What should we be asking? What are the risks? They seemed varied. I am a nurse and the research I have completed is mostly from medical journals and some information worries me as there is little information regarding treatment in adults. My husband is 29 years old, no chronic or acute health conditions, and this was never noted in any previous eye exams.

Please see an ophthalmologist.  He has a good chance to get 20/20 ff he was correctable to 20/20 before the congenital cataract progressed.  If he has always been 20/25 then he has mild amblyopia and may not be improved.
