The important point is I born crooked face tilt head,I want to ask crooked face tilt head hv effect in surgery obital blow out fractured surgery make the globe position shift?hv any dr can help me surgery get back my eye ball truly position?

You would need to be evaluated by an Eye MD ophthalmologist that specializes in oculoplastic surgery. Often facial deformities require an entire time that may consist of ENT, oculoplastic, plastic, neurosurgery.  Your best bet would be at a teaching hospital.

I'm sorry i cannot direct you to someone that can treat you as it is not completely clear from your posting exactly what the problem is and what expertise is needed. A local Ophthalmologist Eye MD should be able to refer you to the best treatment facility in your country or one near by
