Why is my plica semilunaris enlarged?

After opening my eyes under water in a public swimming pool my eyes got very red all over. The next day my eyes looked mostly normal again besides my plica semilunaris being enlarged. There is no pain or vision issues. The plica is just bigger than it was before. It's been 6 months since I went swimming and the plica is still enlarged. I'm sure it was the chlorine in the pool. What can I do to get the plica back to its normal size?

The plica are often different sizes. Nothing you describe would cause a permanent difference in size especially after 6 months.  What the most likely explanation is that your increased attention to them made you notice the difference.  I swim for 90 minutes in a chlorinated pool three times a week for 20 years and not a problem for me.
