I'm not sure I understand what you are saying.  Vegetables and whole grains are high in fiber.

That's okay that you don't know about chia seeds as I would not recommend using them.  Do you understand what a high fiber diet means?

Welcome to the gastroenterology community!  I would recommend eating a diet high in fiber, fruits, vegetables, and water.  I would also recommend seeing a GI doctor about this problem.  A normal person should drink eight 8 oz glass of water a day (2 liters) and I recommend that people who have constipation should drink ten 8 oz glasses of water a day (2 1/2 liters).  Also tea and coffee don't really count as a water source because they act as a diuretic.  Unless you are trying to lose weight, I would not recommend eating Chia seeds and this is not a normal treatment for constipation.  Also, dried fruit is a great source of fiber and unless you are trying to lose weight, the fructose in them is fine.  Also, I personally believe that fluoride in water is perfectly fine, and anyways, boiling water will not remove the fluoride.

Have you tried Chia seeds yet? I find they make me feel full, and stop me from getting constipated. I just put half a teaspoon in my Cuppa Soup, at lunchtime, the hot water starts them swelling, and thickens up the soup a little, and they have no taste. You can sprinkle a little over your cereal, (home made muesli with no dried fruit in it I hope, as dried fruit is full of fructose), Or put a table spoon into a stew or casserole. I started with the half teaspoon, just to see what happened. It's working for me. And, yes you must drink more water. I don't advocate 10 glasses a day, but try for 1 litre. If you drink milk, tea & coffee, you will be getting some water from these sources as well. I boil all my water for 10 minutes & store it in the fridge.
In Australia we had a time where we had a bug in the water (may have been 2) chrysto spiridium, I think it was called, (spelling may be wrong!) and we had to boil all our water, they told us for 20 minutes. But I've since found out 10 mins will do. I think it tastes better, plus we have fluoride in ours. Yukky stuff, didn't help my teeth!
Hope this helps a little.
Blessings

Constipation is usually due to:

1)  Not enough fiberous foods eaten;
2)  Not enough water/liquids drank.

You should re-arrange your diet to include lots of the above.

There's also a "diet tea" that helps with elimination of waste.  I use Laci LeBeau Super Dieter's Tea, drank nightly, and it works well.
