Outside of leg, above ankle hurts to touch?

I noticed this back in August but it went away (ended up getting a bad case of shin splints which i was more focused on getting healed) and it has now come back again but this time in both legs.

There is a sore spot on the outside of my leg, about 3 or 4 inches above the ankle bone. Hurts to apply any pressure to it and that pain gets worse after exercise. After heavy exercise, it feels weak and hurts to rise up on my toes.

This hurts on one leg worse than the other but is still present on both legs in the same spot. Both ankles also have an issue where I can make the tendon pop over the bone just by turning my foot inwards. Not sure if these two problems are related or not.

Could this be peroneal tendonitis or something else?
