Weird sensation/pressure in arm and foot

A couple of months ago, I started feeling a weird sensation all over my body in an instant, out of nowhere. I started getting chills, sweats, and feeling like I was about to pass out. This could have been a panic attack? (I don't know how one would feel). It lasted 10 minutes and I went to sleep hoping to feel better in the morning.

I felt a little better in the morning, but ever since that "attack," I've had trouble taking deep breathes in and catching my breath at certain times. I also feel a strange sensation in my left arm, like a tingling at certain times. I also feel it in my left foot.

The first doctor I went to said it could be a strain in my abdominal muscle. Took meds and didn't feel a change. Second doctor said it was probably chest pain and it should heal up in months. It's been three months and I still feel it. I got blood work done and everything came up okay, and my doctor assured me I wasn't at risk of a heart attack (I'm 21).

I feel like it could be anxiety? As it flares up whenever I'm around other people and whenever I drink caffeine or eat fast food. I would really appreciate some help on this subject, thank you so much for your time!

Yes, it does sound like a mild "panic attack".  I'd lower my caffeine intake and learn to do meditation.
