What could it be?

Since last week I have had a tingling in my head. Mostly on the left side, but sometimes the whole head. I thought it might be a blood pressure issue since I ran out of meds last week and don't have a primary doctor. I went to an Minor emergency and it was 166/98 so they prescribed new meds, but I still don't feel better. I've got dizziness and my head hurts sometimes. I also have shortness of breath at times. I was almost positive it was the blood pressure but maybe not. Any ideas?

Well, your blood pressure IS really high.  I would get it checked again.  Shortness of breath, dizziness and headache could indeed be due to hyper tension.  Go get checked for what your blood pressure is ASAP.  Let us know.
