about drawing blood

Yesterday I got a drawing blood for some test. However, before using syringe, nurse didn't wipe my arm with alcohol cotton pad. after drawing blood she gave me an alcohol cotton pad.
Is there any problem with this situation?

Tomorrow I will go to Hospital and talk about it. It's a first time that nurse didn't use alcohol pad so Im really nervous.
and what do you think about HIV transmission via drawing blood? because of reuse of syringe.

Im so worried about it. Also I had a OCD about contamination.
Can I ask one more thing? Is there any case that HIV transmission via drawing blood? because of reuse of syringe.
I know it's a little bit overthinking. But I want to know.

I would definitely let the doctor and her boss know what happened, that is not good sterile technique and can even give false test readings.

Yes there is a big problem with it - talk to the doctor in charge and tell them about it - the fact that the nurse did not disinfect the area where the blood was drawn could possibly contaminate the blood sample and introduce skin borne bacteria into your blood system.  it is a serious issue - don't let it slide away
