21yearoldmale. Partner Positive, am I at risk in this case?

I had a casual partner who recently tested positive at the end of last month. The last sex (only oral sex and hand-genital contact) I had with him was over four months ago. I remember he scratched my penis (glans part specifically) while he’s masturbating me with his hand, wet with possibly his pre-cum or something that I was unsure. And I performed oral sex on his penis too. We both didn’t know his HIV status at that time and it’s possible he’s already positive or contracted later on between then and very recent when he got the latest test that was positive. I got fourth-generation blood tests for four times, respectively 27days, 60days, 70days, and 92days after we had the last sexual contact and they all turned out to be negative. My question is is that conclusive? And is that possible there’re some variants or subgroups of HIV that can’t be sensitively detected by fourth generation test? Cs I’m consistently having symptoms back and forth, including swollen lymph node, swollen tonsil, rashes.

And, 7 weeks ago, I had a hand-genital contact that another guy touched my penis and rubbed it for like 10 seconds and his hand is not that wet but I’m not sure if there’s any unnoticeable fluid. I got negative result from fourth combo test on the 21days after this contact. And the seventh week, that is, today, got negative from a finger prick test. My question is is that conclusive? If so, why I’m having those symptoms that I never had since I went to middle school?

The only risks for HIV in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles with IV drug users.

You didn't have a risk for HIV, and your conclusive negative tests prove that is true.  Just because medical issues started following a sexual event does not, in any way, mean they were caused by the sexual event.  We can't diagnose the cause of your medical issues, but you can definitively rule out HIV.
