Can I get HIV if penis touches outside of used condom

I had an protected vag. intercourse and kissing on 4th / 5th Jul 09 with CSW in Germany. Three weeks later, I developed Herpes Zoster on 25th Jul 09. I got the first HIV DUO test (AG + AB) on 27th Jul (3 weeks and 2 days post exposure) and it was negative. I had taken Acyclovir during the time of this test. Then on 5th Aug (4 weeks post exposure) i did Tri Dot Card Test (AB test) and it was negative. On 25th Aug (7 weeks post exposure) I again got HIV Duo test (AG+AB) and it was negative.

The Herpes Zoster lasted for 10 days and it went off. During the last 8 weeks I have been under severe stress that I cannot work/sleep/eat at all. I have not experianced any other symptoms such as Flu, Sore throat, Swollen glands etc. I last visited doc on 25th Aug and she confirmed that there were no swollen glands etc. till then.

Since last 2-3 days, I have a very mild cough (No runny nose, fever or sore throat). I am also having some pain in Armpits, Jaws, Neck (it comes and goes) and it is very less...

All tests were performed in Germany.

My questions are:

1. I know the condom was not broken. Can I get HIV if while removing condom, accidentally the outside of condom (part which touches vagina) could have touched my penis.
2. I am perfectly healthy and not on any immunosuppressive drugs etc. in that case is 7.2 week HIV DUO test reliable. Do I need to test again.

You had protected sex...no need to test simple as that.

Thanks for reassurance, basically I am trying to convince my self that I have no exposure other wise 7 week test would have cought it.

I am going for another test tomorrow this will be 9.5 week. This is just to cover 6-8 week window as suggested by many. Do you think I need this or I'm fine without this. What would you do if you were in my position. PLS READ MY EXPOSURE details

can you answer the second question as well...what r the reasons for delayed seroconversion for a healthy person.

No that is not a risk either; you don't contract HIV from hand to genitalia.

How about using the hands to remove condom (with some vag fluid on it) and with same hands pulling the foreskin of penis...would that increase the risk?

Does such low risk mean delayed seroconversion since i got test negative at 7 weeks

The only way to get HIV sexually is from unprotected sex. It is as simple as that. Not from other surfaces like a condom or anything else.

How are you so confident. I've read Mucousal membranes of penis are capable of transmitting HIV.  The question is how much vaginal fluid is required to be in contact with these membranes for transmission?

Is it possible to have such transmission

No you cannot get infected if your penis touched the outside of a condom.
