Because she knows she doesn't have HIV which means that you would not have been infected by her. If you want to keep her as a friend then I suggest you stop harassing her about this and get some counseling to help you with this irrational fear.

If she is telling you the truth (most people don't lie about things like HIV) and she did not have sex for 6 months and had a test 3 weeks ago, then she is definitely HIV- whatever the test she did (3rd or 4th generation, standard or rapid)... If she is HIV-, you cannot be HIV+.

Oraquick after 7 days is useless... It is only reliable after 12 weeks. And even then 92% reliable.

If the test your friend did is a duo test (Ab/Ag), there is a good chance she is HIV- as 3 weeks is already quite precise to determine if a person is HIV+ or not. It is not definitive and not as precise as a 28 days test but it is already an excellent indication of her status.

As RubyWitch indicated, I would test at 28 days with a duo (Ab/Ag) test. It will be an excellent indication of your status. CDC recently changed its recommendations and says that you do not have to wait 12 weeks, 6 weeks is considered conclusive if a duo test is done (not an antibody test only like POC rapid test).

You had unprotected sex, which is a risk and with a cut/torn frenulum, your risk was most likely higher.

You need to test at 28 days post this experience with a 4th generation DUO test.
This test will not be conclusive, but will give you a good indication of your status.
Your 12 week confirmatory test will give you 100% conclusive results.
