EMERGENCY!?

I am a young female who may have been exposed to HIV. The man I had slept with, unprotected, was a friend. His ex-girlfriend had recently slept with a man, who had slept with another female with AIDS. This occured for me less than forty eight hours ago. I called my public health department to ask about PEP. They had referred me to my local emergency room. The doctor at the emergency room says that my state regulates who they prescribe the medicine to and that my case wasn't reliable when it came to sources. He referred me to the public health department.
He assured me that it was all hearsay and to get tested. Was that right? Can they do that?

What are my odds of actually contracting it?

Is there anything else I can do now?

I agree that your situation did not warrant PEP because you did not have unprotected sex with someone CONFIRMED to be HIV+.  The odds of contracting HIV (if he even had it) are around 1 in 1,000 per exposure. The only thing you can do is be tested at 3 months. To calm your nerves, you can get a test around 6-8 weeks for a good indicator of your status, but get your conclusive result at 3 months.
