How safe are condoms?

Does a latex condom provide 100% protection if it stays intact? Is there any chance at all that you can be infected with HIV if a latex condom is used? Different sources report differently as to how effective a condom is.

*I do understand the fact that condoms prevent the transmission of HIV. My question is if it provides 100% protection. Keeping in mind that the condom does not fail.
