FORESKIN is ONLY a risk during unprotected INTERCOURSE?

i read that the cells on the inner foreskin are more susceptible to hiv but this is only relevant during unprotected intercourse NOT during the course of frottage where the other person's infectious vaginal secretions come in DIRECT contact with the penis head, shaft and outer/inner foreskin when pulled back - am i right?

Teak i understand that i have posted before about my exposure but i really just want to know if i am right in thinking that the foreskin is of no concern for HIV unless the penis is inside the vagina as in during intercourse?
