Frottage/paranoid

Good day!
I've been exposed for some kind called frottage and im unsure if i penetrated her vagina.. last feb 8, 2018 i went to local clinic and i took rapid test kit after my 89days exposure and came negative result.

Question:
1. Is 89 days after exposure is conclusive?
2. The test they used in our local clinic is hiv rapid test kit bioline. Is it accurate?

You had no HIV risk and a test will be a waste of time.  

HIV is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching, external rubbing or oral activities. It doesn't matter if you and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only adult risks are the following:
1. unprotected penetrating vaginal
2. unprotected penetrating anal sex
3. sharing needles that you inject with. Knowing these 3 are all you need to know to protect yourself against HIV. Your situation is a long way from any of these 3.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching, external rubbing or oral activities. The above HIV science is 40 years old and very well established so there is no detail that you can add that will make any of your encounter a risk for HIV.  No one in 40 years of HIV history got HIV from the situation you are concerned about so it is unlikely that it will happen in the next 40 of your lifetime either.
Your symptoms are likely in your imagination from fear.
Any test is conclusive after that time, so you need to move on from HIV.

Hi. Im not sure if penetrate her vagina so that's why i took test. So i just took SD BIOLINE HIV TEST KIT using our local clinic here in the philippineas it came back negative result.

Question

1. How accurate hiv test kit for 89days?
2. Should i worry for false negative result?

No one can penetrate and not know it, so you are just worried too much. The test is conclusive at 89 days anyway so that is the second reason you should move on from HIV fears.
