HIV - High risk? Low risk? Or no risk at all?

So around June 20th, 2018 I met this guy of unknown HIV status and we made out in his car and dry humped. He later told me he got excited and was wet. He then grabbed his penis and felt the pre-cum/sperm and a few seconds later he grabbed my butt and started to feel my butt crack but I’m not sure if he actually fingered my anus with the same hand he felt the pre-cum/sperm with. A few weeks later I started to feel dizzy, had minor headaches, started to feel a bit warm around my neck and forehead, had a minor dry cough, left arm was hurting around my shoulder area, I had flusshy poop not really diarrhea, neck pain, and minor chest pain. Anyway, on July 23rd, 2018 I went to an HIV/AIDS clinic and had the Rapid HIV test done which took about 5-10 minutes and came out negative. The doctor told me to come back in 3 weeks for a conclusive test which would be around August 6th I believe. Now my questions and concerns are as follows..

1) Is anal fingering with pre-cum or sperm a high risk, low risk, or no risk at all?

2) Is it safe to say that my Negative Rapid HIV test result is accurate after a month?

3) When I go back for my conclusive test can I trust the result to be conclusive and accurate?

4) From the experience I mentioned, should I be worried?

5) Once a person starts to have the HIV symptoms, would that mean once they get tested, the negative or positive status should be shown already?

Nothing you described is a risk for HIV. In an adult, the only risks are unprotected anal or vaginal sex and sharing drug needles with infected users. Touching someone, kissing, using fingers, dry humping, all of them with and without bodily fluids present are NOT a risk for HIV.
