I hope someone answers.

Unprotected vaginal intercourse with another girl happened around June 24 2019

Went to a clinic 1 month later to test for HIV it appeared negative.

Ofcourse I read somethin bout a window period and seroconversion and all so after a fee more months at September 28 , 2019 i went to a clinic again for testing. The clinic used CMIA method for HIV 1 and 2 (quali) and after a few days result came and said negative

Could it just be dormant inside me? Can that happen? Can I appear negative in the test but actually have it and then pass it to my long time partner?

Yes, I agree. Your test at a month after was sufficient to stop worrying about HIV.  You should release yourself from the anxiety.

A duo is conclusive after 4 weeks and any other after 12, so you don't have hiv. Likely your first clinic test was also a duo which would mean 2 conclusive tests which is over-testing so you should move on.
Late seroconversion is an old myth disproven long ago, so you will be much happier if you stop searching the internet for hiv and move on from it instead.
