HIV Scare

Hello, on November 5th I had protected sex with a female that i didn't know that well ... To the best of my knowledge the condom didn't break or tear... However the condom was about an inch away from where my penis meets my body and the condom was slightly lose i was given a single dose of antibiotic for chlamydia although i wasn't tested for chlamydia i was giving to me to be on the safe side because i was having symptoms of chlamydia my questions are

Is it possible for vaginal fluid do go under the lip of the condom and infect me with HIV?

i have been feeling a little tender in my lower abdomen so im a little worried

please let me know what my next move should be i thought i was doing the right thing by using a condom and now i feel like it didn't help me at all

I also had a small cut on my finger and didnt realize until after that I fingered her with that finger ... The cut was still red but was already scabbing over was this also a risk ?

Well my symptoms were pressure in my Lower abdomen and odd feeling in my urethra and so I guess givin the situation I was prescribed a single does of antibiotics ... That's what scares me if another std was able to infect me

You did not experience a risk for HIV from the exposure you describe. As long as the head of your penis was covered, you were protected. Condoms also protect from Gonorrhea and Chlamydia, not sure why you were given an antibiotic for Chlamydia?
Further, condoms are designed to fail catastrophically if holes or tears are present in the material. You would have known had the condom broken.
And, lastly, vaginal fluid cannot leak under the condom as long as it was used correctly, and you withdrew while still erect.
