HIV Through Oral Sex

I've seen multiple answers given as to weather or not HIV can enter the body through the Urethra and from what i understand it can, but it's low risk. I'm still a bit confused as to the likely-hood of exposures, because some have said that while saliva alone does contain HIV it is in such small levels that it would take alot to infect a partner. My mother is a doctor and she said you could be infected from saliva, but im not sure if she meant if their was blood in the saliva or just in general, and furthermore, while she is a doctor she generally doesn't deal with HIV. I have to wait a while to know for sure but until then, i was hoping that someone could ease my worrying and just let me know for sure. So just to be sure to be 100% sure on this, my question to you is, if one receives oral sex from a HIV+ partner, with no blood in their blood, only saliva, is there still a high risk of infection, or would a higher risk pertain to if they had blood in their mouth.

There is no debate (among experts) about the HIV risks associated with oral sex.  The risk is so low that almost nobody who cares for HIV infected patients has ever had a patient believed to have been infected that way.  Among experts, it's a semantic issue about using terms like "no risk" and "very low risk".  There is no difference between my or Dr. Hook's use of "low risk" and other experts' "no risk".

in the public HIV Prevention forum of MedHelp, TEAK and the other moderators maintain that oral sex in all forms is a zero risk activity. Would you agree with this assessment?

Teak, i was wondering, why do health things like CDC, and some doctors say that there's a risk of getting HIV from oral sex, when their aren't documented cases that it does, unless blood is involved? Is that what they mean to say, that it's a risk if there's blood? Or do they just mean in general just to cover all the bases?
