HIV and Hep C transmission

I was wondering if you could get HIV or Hep C from this: I had a BM that resulted in bleeding when I wiped. I got up to flush and saw something and wiped it with toilet paper and realized it was dried blood from someone else. If I got some dried blood on the fresh bleeding of my rectum, would I have to worry about getting something?
