HIV fourth generation test

i took the test 23 days after exposure. came back non reactive. 7 days latter i have itch rash from lower back to to ribs and down to my knees.  i'm stressing.  is this a hiv rash

What was the exposure? A negative person can have a rash so only a test can diagnose hiv.

it was insertive vaginal sex.  condom slipped off  
Take a 4th-generation test at least 28 days after exposure - which means any day now.  Then you will have your conclusive result and not have to worry about symptoms, which are meaningless in the diagnosis of HIV infection.
I read your other thread before it got deleted (there is no need for multiple threads!), and it doesn't sound like you had any risk. If the condom came off during withdrawal, or didn't come off at all during intercourse, then you were never at risk for HIV.  Only the head of your penis needs to be covered during intercourse.  Even if it DID come off, the risk for a one-time vaginal event is EXTREMELY low.
