HIV risk protected anal/ unprotected oral (gay)

Hi. I'm posting this question in regards of my brother. He is a 24 year old bi-sexual man. He's had a boyfriend and two girlfriends since he was 17 (he takes his relationships very seriously!). Four months after he broke up with his last GF he tested negative for HIV. He's been single for around 6 or 7 months now and met a guy at a club. He decides to go to his apt. and have unprotected oral and protected anal (my brother being the top). He says the condom was intact, but it was his first time engaging in casual sex. This happened last saturday but called me yesterday telling me how he was freaking out since he had shaved his face and pubic area and was afraid he had come in contact with the virus because of  'razor burn' or something. He also told me that the guy told him he always used protection and that there was nothing to worry about concerning his STD status, though my brother is worried that there's a chance he (the club guy) might have lied. I told him that he was at low risk, to talk to a specialist and not to worry much. However I know how these things are, I've had my own HIV scare and was treated for syphilis a couple of years ago. Since I have an account and got really good and fast answers I decided to post on his behalf. My question is: How high is my brother's risk of being infected with HIV? I've heard anal/oral sex between men bears the highest risk of contracting HIV and other STD's. Since I myself have had a situation concerning STDs this case with my brother really worries me a lot and wish I could be of more help to him. Thanks in advance.

no risk from the situation you have described.

protected sex = safe sex and hiv is not transmitted through oral sex

Thanks! I think we [people in general] need so much more clear information about STDs and safe sex. It's a great  how much time and effort you guys put on this task.  I'll be sure to inform my brother about what you told me and some other couple of similar cases I found on medhelp. I am now at ease and hope your answer(s) do the same for my brother. xoxoxox
