The doctor that you spoke to does not know anything about HIV.  No one has ever been infected in this manner, and you will not be the first.
Thank you for answering, sir, the sperm coming from a man's penis does not create a hiv. is it correct ? and I don't need the test ? 1 min mutual masturbation and 1 min frottage , do you think it is safe ? Thanks sir
You have been advised multiple times that you were not at risk for HIV from this event.  There is nothing further that our members can add.

Last time you posted about an episode, you were told what the risks are.  I'll repeat them for you again.  The risks for hiv transmission are unprotected vaginal or anal sex or sharing IV drug needles.  Transmission takes place inside the body.  Air and saliva inactivate the virus.  Therefore, semen on another man's penis is not a risk for HIV.  Air inactivates the virus.  Nothing you think to add to this scenario will make it a risk so I'll say that up front.  No risk, sir.

Thanks for answering I have been in treatment for 1 year hivfobia I hope I don't need a test from this event..
Keep working on your HIV phobia because I just answered your question that you had no risk.  So, obviously, you don't need to test.
