Hiv from Sanitary Pads?

I got a couple of sanitary pads (I don't like tampons) and I noticed the packaging was a bit wet. It was clear and I'm sure it may have been some water I didn't wipe away after washing my hands. Anways, I brushed it off and put on my pads. If it was something else other than water and I touched it and then placed the pad and wore it, could I get HIV if the liquid was on the pad?
