On saturday i had an encounter with an individual i didnt know really well. I asked of they were disase free and theh said yes. The individual spit and cummed ON my butthole. Not in it. But penetrayio did occur slightly but not much as i have never been penetrated before. Should i seek PEP and a test?

At this point in time, I would avoid encounters with people you don't live with because of the great risk to you contracting Covid in which case you might also spread it t oyour loved ones.
Since you are not social distancing I hope you check out this forum for information on why you should be. https://www.medhelp.org/forums/Coronavirus/show/2203

Your health is your wealth, so I hope you remain healthy to be able to enjoy life. Many infected Covid patients will discover that they have lost that wealth.

I agree.  The only risks for HIV are to have unprotected vaginal or anal sex or share IV drug needles.   Saliva actually inactivates the virus.  The spitting on you and ejaculation outside of your anus would not be a risk.  You are indicating there was some penetration? Only you know if this occurred.  If so, it is low risk of less than 2% for a single exposure, but still a risk.  You would need to test.  I'd also recommend buying some condoms as you seem very close to having full penetration and you want to be prepared.

Ejaculation on the surface of your body doesn't cause risk for HIV transmission.

Penetration would mean insertion of penis inside of your anus and not rubbing or other forms of enjoyment that you might think off with surface of the body. If penetration happened, test at 28 days from the date of exposure with a IV / V generation of HIV test. If not, don't worry about HIV.
