How accurate is HIV antibody test after 12 weeks of exposure

Hello i received an oral sex from a guy Which i don't know his HIV status and i rubbed my penis on his anus and frottege touched my penis against his penis and his precum got on my tip of penis  and there were no anal penetration ejaculated inside his mouth after i took an HIV antibody test after 12 weeks of exposure from STD clinic came out negative am i safe can i get married now ? Im still worried someone help me please

The only risks for HIV in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles with IV drug users.

No unprotected anal or vaginal penetration = no risk for HIV, and your test result proves that you did not get HIV from these NO-RISK activities.  You can move on with your life.
