I received oral sex and negative 4th gen hiv test

9 weeks ago i received oral sex (i was the insertive) from a  transgender (male to female) . She sucked my penis for 20 seconds . I went home and started freaking out about hiv . 2-3 days later i went to the hospital they ran all the tests came back negative but said that gono and chlamydia culture will take 3 days for the results . They started me on antibiotics (doxycycline for 7 days and one shot of ceftriaxone) and i asked them about the PEP , they said it is not recommended because i had “low risk” . But they gave me the PEP because i insisted. One week i started having sore throat which was basically not the feeling like my throat is injured it was more like my throat is crowded or like someone is grabbing my throat tight which is present till today then one week later some rash on my chest for 1 week then 4 weeks later i had diarrhea which is still present till today  . Both these symptoms are extremely unusual for me i dont get those in years  . I took the PEP for 25 days where i started doing testings for hiv .
25 days 4th gen was negative
35 days 4th gen was negative
45 days 4th gen was negative
60 days 4th gen was negative .
I am so scared that i cant focus on anything in my life . I get weird dreams and night sweats only with those dreams . I have a wife and kids and i am afraid that the one mistake i did is going to destroy my life .
Please 1)  how reliable and reassuring my test results ?
2) now knowing that i have took PEP for 25 days ... does that affect the reliability and accuracy of my test results ?
3) when i should consider my tests conclusive ?

This answers all of your HIV questions, and if you can think of any more just reread about the 3. You had zero risk and your tests were a waste of time.
HIV is a fragile virus, which is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching, external rubbing or oral activities. It doesn't matter if you and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only 3 adult risks are the following:
1. unprotected penetrating vaginal with a penis
2. unprotected penetrating anal sex with a penis
3. sharing needles that you inject with. Knowing these 3 are all you need to know to protect yourself against HIV. The situation you describe is a long way from any of these 3.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching, external rubbing or oral activities. Doctors have calculated the risk from what you describe to be less than that of being hit by a meteor, therefore no one will get HIV from what you did in the next 40 years of your life either. The above HIV science is 40 years old and very well established, so no detail that you can add to your encounter will change it from zero risk.

It is unfortunate that you were so anxious that they gave you PEP just to get rid of you. PEP has the risk of serious permanent side effects for some people. You should talk to your doc or a mental health professional to try to calm down now, because your "symptoms" are likely in your imagination from fear of dying - but you don't have HIV so you aren't even sick. Hopefully you didn't also scare your poor wife about your HIV theories for no reason. You need to forget your science fiction theory that you have HIV and move on to the real world because you are safe.

"Both these symptoms are extremely unusual for me i dont get those in years" Disease does not have a schedule like you think it does, so your claim that you don't get them in years makes no scientific sense.
In reality, whenever someone coughs germs on your lips or door knobs you run the risk of sore throat and colds, and you got infected from that just like the billions of other negative people who get them. They didn't have a disease schedule and you don't either.
Thank you anxious for responding . It is been 2 months of hell . After the test of 25 days , my primary doctor said you can have sex with your wife , after the test of 60 days he said “i am very confident that you dont have hiv” . The problem is when i read there are so many risks, theories and guidlines . I am lost . Some people said no need for testing , others you have risk need to be tested and even went so far to say testing 1 , 3 and 6 months . I dont know what to do , i put my whole life on hold as i was waiting for the 3 months test so i can move on with my life then read that if you took PEP you should keep testing for 6 months as PEP delays the results . I just want my life back .
good news, you can have your life back because your situation was zero risk for HIV!  you do not need to test again,  and didn't need to in the first time.  at 28 days your fourth gen was conclusive, and I  definitely wouldn't recommend PEP
You don't believe anything that your doc or anyone here said, so I am not sure why you keep asking questions. All you believe in is your own science fiction so  see a mental health professional.
