Is my encounter high risk?

Hi I'm a guy who a met another guy whom I found online. I used a condom during sex but some of his ejaculate dropped on my butt cheeks which I cleansed with soap. Am I at risk with this encounter?

Risks for HIV are:
1) Having unprotected penetrative anal or vaginal sex, OR
2) Share IV drug equipment with other IV drug users.

Semen dripping on any part of your skin, even if you had cuts/abrasions, would NEVER be a risk for HIV.  You had zero risk and you don't need to test.
