Menstrual Blood

Hello,

I have a question regarding HIV transmission through Menstrual Blood of an infected female.
If a drop of menstrual blood touches the tip of the penis, would that cause transmission to occur?
What if the tip of the penis had some precum or after ejaculation cum?

would really appreciate your answer.

when is a similar scenario become an exposure?  When you put your unprotected penis into her vagina.

No we did not perform any sex at all.
she was on top of me without her vagina touching my penis and i guess some menstrual blood dropped on my penis.
