Menstrual blood

I have a roommate who is hiv positive and I mistakenly matched on her menstrual blood on tissue paper on the floor, am I at risk since I have pitted keratolysis on my feet

The only risks for HIV transmission in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles.

Nothing else you can think of, including the event you mentioned, would put you at risk for HIV.  You CANNOT get HIV from touching something with your hands, your feet, or any other part of your body, even if you have sores, cuts, or scrapes.

But the blood is still wet and not up to 3 minutes before I match it
I don't know what you mean by "match" but it doesn't matter. Touching blood doesn't spread HIV. You could touch fresh blood all day long and it won't result in HIV.
