Oral sex protected risk?
I met up with a another guy again the same guy in one week and received oral but I waste a condom both times. What is my risk for std or HIV ?

As you were previously advised, the only activities that could put you at risk for HIV are:
1) unprotected, penetrative anal or vaginal sex, or
2) sharing IV drug needles.
There is no need to continue asking about other activities as they do not put you at risk for HIV.
