Can I get hiv from pre cum while giving blowjob?

I recently had brief 2 to 3 minute encounter with unknown male in which I gave him a blowjob and even deep throated at one point. Pre cum was there for sure but no ejaculation since I stopped while only minutes in because I was nervous. 4 days later I feel back of throat irritation and have dry cough. Not to mention loss of appetite And diarrhea type poops whether from anxiety/ stress don’t really know. Just worried that I could have been exposed to hiv while sucking his **** even if only for 2 -3 minutes. What are the risk and would you get tested for hiv?

Your situation involves personal contact with an object in air  ( clippers, hands, blood, vagina, lips, mouth, etc.). No hiv worries, because you can't get hiv from personal contact except unprotected penetrating vaginal or anal, neither of which you did and you didn't share hollow needles to inject with which is the only other way to acquire hiv. Analysis of large numbers of infected people over the 40 years of hiv history has proven that people don't get hiv in the way you are worried is a risk.
HIV is a fragile virus in air or saliva and is effectively instantly dead in either air or saliva so the worst that could happen is dead virus rubbed you, and obviously anything which is dead cannot live again so you are good. Blood and cuts would not be relevant in your situation since the hiv has become effectively dead, so you don't have to worry about them to be sure that you are safe.
There is no reason for a person to test when they are safe. The advice took into consideration that the other person might be positive, so move on and enjoy life instead of thinking about this non-event. Next time you wonder if you had a risk, ask yourself this question. Did I do any of the 3? Then after you say "No, I didn't" then it's time to move on back to your happy life.
It is possible to get COvid or a cold since you didn't take precautions (but not hiv) so you are focused on the wrong disease.

Oops. I should have said this in the first sentence. Your situation involves personal contact with an object in air  ( hands, lips, mouth, penis, semen etc.).
So I guess the short of it is even if HIV is present in the pre cum it would be instantly inactivated by breathing air and salivating that occurs in the mouth?

One more question I ask is,

what if I was exposed to Precum whilst deep throating? ie the pre cum wasn’t Exposed to direct air but instead directly with my throat?

Does your reasoning and conclusions remain the same given that instance.
