Question about hiv test conclusiveness

Had an exposure - oral sex without condom , where I was the receptive one and penetrative sex with condom on. Had a test after 40 days, which came out negative. Is it conclusive ?

You never had a risk and did not need to test. Only risks for HIV are to have had unprotected vaginal or anal sex or share IV needles to inject drugs. Air and saliva inactivate the virus. No one gets HIV from oral sex and intact condoms also will not transmit it. So, ANY test you took or waste your money on for this event in the future (don't do it, it IS a waste of money) will be negative.
