Quick Tests reliable?? Im goin crazy. Please help

Please help me, help a stranger get some rest.

I have recently visted thailand, where i had a Sexual experience with a man who i know to be very sexually active with many partners around 6 months ago. i gave him a ******* for like 10 seconds before reaching my senses, then handjob with no condoms, his semen landed all over my hands and a little on his hands which he used to touch my genitials, i am not sure there were any cuts on my hand, or any fresh cuts, i also deeply scratched a mosquito bite with the same hand without washing it 10 mins later. There was no form of intercourse though.

I had PCR test 17 days later in thailand, i am not sure of the quality of the test, it took a week to get the results and it cost me around 50USD. it came back negative, then twice i went after 3 and 6 months to a "very shady doctor" whos poor quality clinic resided in a alley, both the tests did not take longer than 45mins to an hour with the results concluding negative. i cant go to a good hospital because they report the results to the government, who in the country i live in now jail HIV postive individuals. I have been getting very sick these last 2 months, i have had almost all the symptoms 1 month after the experience. It seems my immune system performance is declining.
I am not able to sleep properly, im stressed out and so tired, HIV is my ultimate fear, a fear which i am living with for the last 6 months. My friends will leave me, my family will disown me, and i will be jailed, if i am positive.

My question is: is a HIV test that easy to administer? can any doctor with a very small and limited lab, carry out the test with accuracy?? is 17 days enough for an accurate PCR test??? Am I at risk????????
Please help me get some sleep.
