Results

If I test negative for STD/HIV & results back negative/non-reactive does it obviously mean that my partner is negative too?

This would depend on if they sleep with anyone besides you which only they can answer.  If they have not had unprotected anal sex or unprotected vaginal sex and not shared IV drug needles  with anyone other than you within the last 28 days, and you tested in the appropriate time frame, then it's true, they'd not have risked HIV.  So, it would depend how much you trust your partner.
