Risk of hiv from vaccutainer needle without butterfly cap

Sir on 8th may i went to dr lal path lab for blood test i don't know whether they use fresh needle or not to draw my sample is it true that vaccutainer needles can only be used once due to vaccum system in needle if they reuse blood will not come from needle as on previous draw vaccum is gone?????is i am at risk of hiv

The only risks for HIV in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles with IV drug users.

A blood draw is never a risk as nothing is being injected into you - blood is being taken out of you.  Also, as you correctly suggested, most needles are designed for single use to avoid accidental re-use.  You had NO RISK for HIV from this event.

is it possible that some blood remain in needle from previous draw and then this needle may accidentally reuse and needle insert in vein for blood draw than blood in needle mix with venous blood and hiv virus may enter in blood stream
You are just asking the same question again using different words.  If it were a risk, I would have told you so.  No risk.
